VIX has been operated by the University of Vienna since 1996 — it marked thirty years of operation in May 2026. Traffic first peaked at 1.5 Tbit/s on a five-minute average on 1 November 2023, roughly a 50% increase over the preceding two and a half years, having crossed 1 Tbit/s in April 2021. As of 2025 it had more than 170 participants, and most of them are from Central and Eastern Europe rather than Austria itself — which tells you exactly what kind of hub Vienna is.
The University of Vienna is not in the telecommunications business, and VIX states the consequences plainly: all participants are treated equally, costs are transparent, savings are normally passed back to participants, and all data packets are forwarded unchanged and at consistent quality regardless of origin. That is stricter neutrality than a commercially-operated exchange can structurally promise, because a commercial operator has customers of its own. If network neutrality at the exchange layer matters to you, this is a real distinction rather than a talking point.
VIX runs across three Vienna locations — VIX1 at the University of Vienna's computer centre, VIX2 at the Interxion/Digital Realty facility, and VIX3 at NTT — interconnected by redundant fibre in a triangle topology, which VIX describes as making the exchange nearly fail-safe.
