Why a university operator is genuinely different

The University of Vienna is not in the telecommunications business, and VIX states the consequences plainly: all participants are treated equally, costs are transparent, savings are normally passed back to participants, and all data packets are forwarded unchanged and at consistent quality regardless of origin. That is stricter neutrality than a commercially-operated exchange can structurally promise, because a commercial operator has customers of its own.
