If your traffic needs to reach Latin America or Africa from Europe, Portugal is not merely an option — it is frequently the shortest physical path.
The cable that changed things is EllaLink, commissioned in 2021: the first high-capacity system to link South America directly with Europe, landing at Fortaleza in Brazil and Lisbon, with connections at Cayenne and Casablanca. Before it existed, Europe-to-Brazil traffic detoured through North America. EllaLink delivers roughly a 50% improvement in network performance between data centres in Brazil, Portugal and Spain compared with those older northern routes. For anyone serving both Europe and Latin America, that is the single most useful fact on this page.
A great deal. Landing stations around Sesimbra, Carcavelos and Seixal carry newer high-capacity systems including Equiano and 2Africa toward Africa, and Medusa, which runs from Lisbon and Sines to Port Said in Egypt with branches into Spain, Morocco, Tunisia, Algeria, France, Italy, Cyprus and Greece. Older systems including ACE, WACS, SAT-3/WASC, Europe India Gateway and SEA-ME-WE-3 also land there. GigaPIX, founded in 1995 and operated by FCT|FCCN, is Portugal's primary internet exchange. It runs across three Lisbon data centres — two inside the Laboratório Nacional de Engenharia Civil campus on Avenida do Brasil and one at Prior Velho — plus a site at the Faculty of Engineering of the University of Porto. It is a modest exchange in absolute terms, with roughly 60 connected networks, and should be read the way you would read any national exchange: it keeps Portuguese traffic in Portugal, while Portugal's international strength comes from the cables rather than the IXP.
Portugal has an unusually assertive constitutional court on data retention. Lei 32/2008, which required a year of blanket metadata retention, was declared unconstitutional on 19 April 2022 for being indiscriminate. Parliament's first replacement was struck down in December 2023 for the same defect. A third attempt, Lei 18/2024, narrowed the framework to regulate metadata access specifically for criminal investigations. If jurisdictional privacy posture factors into your choice, that track record is a real data point rather than marketing.
Mainland Portugal runs on WET/WEST — the same clock as the UK, an hour behind most of continental Europe — which surprises people. Dates are DD/MM/YYYY, the decimal separator is a comma, and the Portuguese keyboard layout places the cedilla ç to the right of the L key. Note that the Azores are a further hour behind, so "Portugal time" is ambiguous if you are coordinating with anyone there.

Portugal is an EU member state applying the GDPR through its national implementing law, supervised by the Comissão Nacional de Proteção de Dados.
