Israel's internet exchange has a specific origin. Until June 1996 most Israeli providers were interconnected through ILAN, the Israeli academic network. The PPA issued its first administrative fines under the new framework in the same month, which signalled immediate enforcement intent rather than a settling-in period.
The obligation that catches organisations out is the data protection officer. Appointment is mandatory for public bodies, data brokers holding 10,000 or more records, large-scale processors of sensitive information and entities conducting systematic monitoring. The PPA granted a grace period to 31 October 2025 and that has expired — organisations in those categories without a DPO are in breach, and DPO compliance is a stated 2026 enforcement priority alongside data subject access rights, AI governance and cookie consent. The PPA has also published draft AI guidance applying the law across the full AI lifecycle and treating data scraping as a severe security incident.

But there is a misconception worth correcting directly, because foreign-owned companies operating in Israel make it routinely: adequacy does not mean that complying with the GDPR satisfies Israeli law, or the reverse.
The Protection of Privacy Law and the GDPR are separate frameworks with different breach notification timelines, different consent formalities and different enforcement mechanisms. Meeting the GDPR's 72-hour breach deadline does not automatically satisfy Israeli requirements, and GDPR consent records do not map directly onto the PPL's disclosure obligations.
