Budapest has a specific and underappreciated role: it is where central Europe meets the Balkans on the network. BIX, the Budapest Internet Exchange, was established in 1995 by the Council of Hungarian Internet Providers, an association whose members are themselves internet providers. That ownership structure makes BIX provider-neutral by construction rather than by policy — it exists to serve the whole internet community rather than a commercial parent. It runs three points of presence in Budapest plus one in Vienna: Invitech DC10, the T-Systems Cloud and Datacenter Budapest facility, the Victor Hugo street data centres, and Interxion Vienna.
BIX is a mid-sized exchange with roughly 100 member networks, and it is built properly. The points of presence run Arista DCS-7280R3 switches in a spine-leaf architecture, interconnected over a redundant optical backbone at 400G and multiples of 100G. It offers open, selective and restrictive peering categories, IPv4 and IPv6 route servers, private VLAN and PNI interconnection, and LACP support. Members can also join remotely through resellers without any physical presence in Budapest.

Hungary is an EU member state, so the GDPR applies directly and EU personal data hosted in Budapest stays inside the EEA — no transfer mechanism required. Hungary runs on Central European Time with daylight saving and uses YYYY.MM.DD. date order, which is unusual in Europe and worth knowing: it is big-endian like ISO 8601 but written with dots and a trailing period. The decimal separator is a comma and the keyboard is a Hungarian QWERTZ layout.

Hungary applies the GDPR as an EU member state, supervised by the Hungarian National Authority for Data Protection and Freedom of Information (NAIH), together with national implementing legislation. The structural benefit is the standard EU one: personal data belonging to EU residents that sits on a Budapest server has not left the EEA, so no adequacy decision, Standard Contractual Clauses or transfer impact assessment are needed.
